Is It Easy to Be an Entrepreneur - a Dialogue Between Business and Government

 

Since 2017, the Government of the Pridnestrovian Moldavian Republic has been improving the business climate in the country by adopting measures to simplify the environment and rules for entrepreneurship, to eliminate unnecessary administrative barriers, to support exports, to promote Pridnestrovian goods to foreign markets, and to shape a favourable investment ambiance. “Improving the Domestic Conditions for Doing Business” and “Supporting the Access of Pridnestrovian Producers to Foreign Markets and Promoting Export” road maps were developed and launched. This direction will certainly become one of the key discussion at the session. What measures have been implemented, what remains to be done? How is dialogue between the authorities and business developing today, what prevents the achievement of a balance of interests between the two sides? What is the vision of entrepreneurship and the government on further interaction? What can make it possible to improve the business climate?

Guarantees for Stability and Preferences for Investors - Instrument for Economic Growth

 

Attraction of investments into the Pridnestrovian economy is one of the key tasks for the Government. The world does not stand still, and Pridnestrovie is also trying to keep pace with the times bringing its investment legislation in compliance with the modern requirements. On June 1, 2018, a new law “On Government Support of Investment Activities” came into force. What novels offers the adopted law? What has the Government done to implement the new investment legislation? What investment priority projects were launched?

The new investment legislation provides for preferences for new production sites. What measures of government support are planned for the operating enterprises investing in the upgrade and technical re-equipment? The concept of the budget and tax policy of the Pridnestrovian Moldavian Republic for 2018 and in the mid-run. The development of this document is driven by the need to identify the main directions of the budget and tax policies that could ensure the integration of the Pridnestrovian economy with the current challenges having the maximum possible balance of the public revenue and expenditure components attracting and using all available resources and developing basis for economic expansion, first of all. Pridnestrovian products are exported to more than 50 countries. An important factor in the development of export potential is the government support to improve the competitiveness in foreign markets. What are the problems of the access of Pridnestrovian enterprises to the European markets and markets of the Eurasian economic union? What measures need to be taken in order to address existing problems in foreign economic activity?

Saturation of the national market with domestic products, including food, food security, the “Buy Pridnestrovian Goods!” Campaign are important components of the state policy. What is the availability of domestic goods in the national market? Are there any preliminary results of the “Buy Pridnestrovian Goods!” project? Digital Economy: Blockchain Technology

 

Blockchain is getting a mainstream of the digital economy. Pridnestrovie adopted a law “On the Development of Information Blockchain Technologies in the Pridnestrovian Moldavian Republic” in order to develop the information technology industry and attract investments of the blockchain companies, as well as to introduce relevant technologies and other technologies based on the principles of distribution, decentralization and security of operations with their use. One of the global tasks relating to the official social and economic policy in the sphere of employment is development of conditions that enable the opportunity to provide employed people with a decent life and a free, comprehensive development. The President's People's Programme pays special attention to addressing the problem of employment and creating new jobs.

At the same time, providing operating with personnel enterprises is a pressing issue of today. In this regard, the dual education is called upon to improve the situation providing practical approach to the learning process and allowing quickly and qualitative professional training. What is the vision of the scientific community on this issue? Implementation of Infrastructure Projects

 

The implementation of infrastructure projects is an integral part of the national social and economic development. An assessment of the real situation in natural monopolies, housing utilities, urban electric transport shows weakness of production equipment at these enterprises. In the medium term, the most important task is to implement measures that will not only stabilize the situation, but also to implement investment programs for the upgrade and renewal of fixed assets.

Another topic of discussion focuses on the development of the road sector and search for the best management model in this area. Issues of modernization of the housing and poor financing the capital repair of houses are repeatedly discussed by the Government. To provide affordable dwelling it is necessary to complete construction of unfinished houses, as well as to develop an interest rate subsidy mechanism for the purchase of housing by young families and to provide funds for the down payment.

Public Control and Social Initiative as an Element of Political, Social and Economic Stability

 

All governmental measures should be supported by society. It is important to consolidate society and authorities in resolving pressing political, economic and social issues. In 2017, Pridnestrovie adopted laws “On the Public Chamber of the Pridnestrovian Moldavian Republic”, “On Public Hearings” and “On the Fundamentals of Public Control in the Pridnestrovian Moldavian Republic” designed to reduce violations of the constitutional rights by authorities and local governments while performing their public functions. It resulted in a transition of the dialogue between the authorities and the public sector to a new level. How is the joint work of public organizations and the government built? What are the results of the interaction? How to improve the effectiveness of public control?

Implementation and Prospects of Social Policy

 

Social policy is in trend, first of all, because of its influence on the quality and standards of life. Social policy should be underestimated by no government, because it is aimed at ensuring the well-being and comprehensive development of the country and society as a whole. The President's People's Programme of 2017 included several non-monetary measures aimed at minimizing the negative consequences of price increases and preventing a decrease in the standard of living in addition to freezing tariffs for administratively regulated services (targeted exemption from payment for gas supply, free travel in electric transport for the elderly, disabled people, war veterans and other welfare beneficiaries, preferential loans for war veterans, measures to support large families, etc.).

At the same time, these exemptions in the Pridnestrovian Moldavian Republic are granted in kind without benefit monetization. Pros and cons of the current social policy? What approach to the implementation of social policy will be applied in the mid-run?

Investments in the real economy, government support measures and concessional lending

 

Pridnestrovian enterprises have a limited resource base for the implementation of technological modernization and reconstruction needed to increase the competitiveness of products, to expand the range and markets. Thus, the leading economic entities for the Pridnestrovian economy also require investment injections, and that’s why available cheap credits for them are necessary. Preferential loans on business development were disbursed from Russian humanitarian aid funds in 2008-2011. There is a positive effect of this program, but not all interested persons could take advantage of preferential loans. Unfortunately, starting entrepreneurs because of not having or lacking collateral did not fall into the category of recipients. The relevant legislative initiative was adopted in 2018. What has been done in this area, how does the program of preferential loans for small businesses work? What measures are being taken to ensure availability of preferential loans for large businesses that need to modernize and upgrade production facilities?
